Attention! This thread contains a minor spoiler.
After I completed the Prison quest and was leaving the Prison zone, I stuck at loading screen. How to overcome this bug?
== Update ==
Loading a previous savename, entering that zone, and doing the quest solved the bug for me. So it looks like that zone's settings can sometimes become bugged when you enter it.
