As I see you didn't have to change anything in eistarter.exe file only in eistarter.ini ^^ Am I correct ?
I remember that in older version of eistarter.exe file that was impossible to edit ini file and that why I didn't think to look into it.
Question: What is a difference in addon.dll version 0.7.0.13 and that one attached to installer?
One more thing, sometimes after exit from game and trying run EIstarter it wont run(no errors, no process starting). Do you know why is happening something like that ?? Or its only error on my PC ?? After computer restart every thing back to normal but its annoying.
