Editing of file .mob

As your forum is fairest in sphere of modification for Evil Islands, I would like to assign question . What (which)program can edit .mob files? Please, if you can give me a link to some tutorial.

try to use MobSurgeon on http://www.gipatgroup.org/files ... but now it is in Russian only... we planned to make it multy-language, but i don't know when it'll be done.
